I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letter of the 2nd. instant

transmitting copy of a telegram that has been sent to

the Governor of Hongkong approving his proposals to co-

operate with the Portuguese and Chinese Authorities in

suppressing pirates on an island near Macao.

I am now to inform you that the Portuguese Minister

has just called attention to the fact that the owner-

ship of the island referred to, which is stated to be

the island of St. Jean or San Juan, is at present a

matter of controversy between Portugal and China,

stated that the Governor of Macao has decided not to

permit the landing on the island of a Chinese force

unless the latter agrees merely to act in harmonious CO-

operation with the Portuguese Authorities.
